Acceptable Forms of ID for Notarization in Virginia

When preparing for a notarization in Virginia, the most important step is confirming the signer’s identity. Virginia notaries must follow strict rules outlined in the Code of Virginia § 47.1-2 and § 47.1-14, which define what counts as “satisfactory evidence of identity” and the notary’s duty of care.
What Counts as Acceptable Identification?
Under § 47.1-2, a notary may confirm your identity using one of two methods:
1. A Valid Government-Issued Photo ID
The ID must be unexpired, contain a photograph, and include the signer’s signature. Acceptable IDs include:
Virginia or out-of-state driver’s license
State-issued ID card
U.S. passport or passport card
Foreign passport
U.S. military ID
Certificate of U.S. citizenship or naturalization
Permanent resident (green) card
These documents meet Virginia’s requirement for both visual identification and signature verification.
2. Credible Witnesses
If the signer has no acceptable ID, identity can be established through:
One credible witness personally known to the notary and the signer, OR
Two credible witnesses personally known to the signer who each present acceptable photo ID.
This method is allowed but requires coordination, so always inform your notary in advance.
